Technical HIS Project Manager

Job Description

The Technical Project Manager plays a critical role in ensuring the successful delivery of technical projects within the organization. This role involves overseeing all technical aspects of project delivery, managing resources, and ensuring that project objectives are met and supporting the Project Manager in defining scope, timeline, and risks, ending by obtaining customer feedback and required delivery approvals.
 

Key Responsibilities

  • Oversee the end-to-end technical implementation of HIS solutions, ensuring they meet business requirements and align with healthcare regulations and standards.
  • Define and manage HIS customization, integrations (e.g., HL7), and data migration strategies.
  • Oversee HIS system configurations, technical upgrades, and patch management.
  • Implement naming conventions, data entry standards, and automation rules for HIS workflows.
  • Act as the primary technical liaison between the HIS Team, clinical/IT teams, and HIS vendors.
  • Coordinate with healthcare professionals, developers, system architects, and IT teams for smooth implementation.
  • Manage project scope, schedule, risks, and dependencies, ensuring alignment with clinical, operational, and IT objectives.
  • Define work breakdown structures (WBS) and ensure efficient resource allocation.
  • Ensure strict compliance with PMO policies, escalation workflows (including PMO’s Level 2-3 paths), and approval processes.
  • Manage the Change Control Process in compliance with Governance policies.
  • Manage vendor contracts, SLAs, and ensure compliance with approved implementation methodologies.
  • Apply structured risk assessment methodologies to mitigate technical, operational, and regulatory risks.
  • Ensure audit trails and compliance with healthcare data security standards (e.g., HL7, Saudi NHIC regulations).
  • Ensure all technical deliverables comply with PMO standards (documentation, testing, audits).
  • Establish and maintain processes for quality assurance and testing to ensure products meet high standards of performance, usability, and reliability.
  • Establish HIS performance monitoring and reporting mechanisms to track system efficiency and regulatory compliance.
  • Ensure that all products and services developed comply with relevant laws, regulations, and policies in Saudi Arabia/UAE.
  • Gather requirements from stakeholders (including healthcare professionals and government agencies), conduct interviews, and facilitate workshops to elicit and clarify business needs.
  • Conduct comprehensive business analysis activities to identify areas for improvement and optimization within the Megamind’s/hospital’s operations.
  • Collaborate with stakeholders across different departments and divisions to map current business processes and identify inefficiencies or bottlenecks.
  • Recommend and implement process improvements, automation initiatives, and best practices to streamline operations and enhance productivity.
  • Utilize data analytics tools and techniques to analyze large datasets and derive actionable insights.
  • Prepare accurate and accessible reports, dashboards, and presentations to communicate analysis findings, KPIs, and project outcomes for decision-making purposes.
  • Build and maintain relationships with stakeholders at various levels (e.g., senior leadership, department heads, end-users).
  • Communicate regularly with senior leadership and stakeholders, providing updates on project health and development initiatives (e.g., in Steering Committee meetings).
  • Lead and mentor a team of product developers, analysts, and other professionals, fostering a culture of innovation and excellence.
  • Delegate tasks effectively and monitor progress to ensure timely and high-quality delivery of work, including coordinating resource coverage for absences.

Position Requirements

  • Education: Bachelor’s/Master’s in Health Informatics, Computer Science, or Information Systems.
  • Certifications: PMP / ITIL / Agile / HIS vendor-specific certifications preferred.
  • Certifications in PMP, Prince2 (Mandatory).
  • 8+ years of experience in healthcare IT project management with a focus on HIS (Health Information Systems).
  • Proven track record in successfully delivering large-scale HIS implementations in hospital or healthcare environments.
  • Strong expertise in HIS integrations, data migration, and regulatory compliance.
  • Demonstrated experience with InterSystems and Cerner (Highly recommended) successful delivery.
  • Solid understanding of project management methodologies (e.g., Agile, Waterfall) and best practices, with relevant certifications (e.g., PMP, PRINCE2) preferred.
  • Good working knowledge of project estimation techniques.
  • Proven experience with a track record of successfully delivering complex projects on time and within budget.
  • Strong technical background in Software and service operational model or domain.
  • Proficiency with project and service management tools including JIRA, MS Projects, Smartsheet (for tracking & reporting), and ServiceNow (for operational tracking).
  • Excellent leadership, decision-making, and organization skills.
  • Proven experience in personnel management and team mentorship.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams and stakeholders at all levels.
